  11. SUBJECT:  MISC - Responders and their vehicles - Part 1/4
  12. Q. I want to be a regular communications volunteer in government
  13. service. What kind of vehicle should I have?
  14. A.  This has no simple answer. It depends on (1) whether or not
  15. you are a responder, (2) what your role is, (3) your local
  16. climate and terrain, (4) what local authorities use, and (5) the
  17. importance of your completing vehicular access to the incident.
  18. Let's take these one at a time:
  19.     (1) A responder in this discussion is one who uses his or her
  20. vehicle as a part of the emergency work in the field. In other
  21. words, the necessity to get to each incident with the necessary
  22. two-way radio communications and possible use of the mobile
  23. communications for brief or extended periods of time during the
  24. incident. Some of us need communications only while responding TO
  25. an incident. For others, the communications is an emergency
  26. resource required AT the incident.
  27.     Transportation for a non-responder, such as to and from work,
  28. is not so critical. If a person is expected to report to work on
  29. a call out, it is reasonable to expect that the transportation
  30. should not break down en route. Whereas a bicycle or motorcycle
  31. might be adequate for this purpose, they would not be appropriate
  32. for responding into the field on incidents.
  33.     It is apparent that a major change in a personally owned
  34. vehicle may be required to satisfactorily and appropriately
  35. perform field response. It invariably requires additional
  36. expenses. The spirit may be willing but the pocketbook may not.
  37. Many new response personnel ride along with someone else when
  38. they are first getting started. From this start one can determine
  39. (a) if this is what they want to do with the rest of their spare
  40. time life and (b) if they can afford it.
